Pain near bellybutton

Asked for Male, 20 Years

I could experience a pain from my bellybutton to penis(a vain from bellybutton to penis i guss) ..not always some times it happens in once or twice in a month.if i strach i can feel tht a vain is strachd and when i urinate i can feel aa pain from by button to penis.. When i rest for half an hour its gone and i can urinate properly without any pain.why this is happening to me??
