Open wound still open after 4 weeks
I have a cut on my shin that bled a little but not enough for a hospital visit so I cleaned it applied some triple antibiotic ointment( cheap stuff). I have cleaned and changed bandage daily but I believe I was allergic to the antibiotic ointment( rash, itchiness, wound not healing) so I quit using it but it has been a week and still, the wound hasn't closed and has a clear liquid that drains occasionally. There is no pain from it and very very little swelling.

You have not told the duration of the problem. However, the wounds on shin takes longer time to heal.
