One testicle very small underdeveloped

Child is 10 years old. Since birth one testicle is very small. attached to the pubic area of the crotch while the size of the other is normal and hangs.

Youbhave to take him to a oediatric surgeon for opinion and if the testis is healthy he wil be operated to pull it diwn and if not healhy it will be removed, so take an opinion
