Is this normal?.or am I getting rabies or some kinda infection..jus came across in mirror lol..when I roll my tongue I can see that bulge is it swelling?

It's not rabies ... It may be a just stone in the salary gland duct opening.. Drink lots of water. Kindly visit a nearby ent surgeon.
