No blood circulation on my foot fingers

Asked for Male, 36 Years

It always looks black Color at bottom of my foot and felt difficult to walk. I got fungal in right big toe and few nails look like dead. I didn't wear shoes and socks for last 4-weeks but still continue.. Right now I came to different country for work and unable to find Doctor consultation here.. I need a suggestions its an athlete foot or diabetes symptoms? What step should I need to take next ? I I would like to consult based on the answer.
