No beard and body hairs

Asked for Male, 28 Years

Hello Doctor, My TSH level is 601.95 ng/dl, FSH is 32.50 mIU/ml and LH is 14.21 mIU/ml Every thing looks normal but still i am not able to grow beard, lack of body hairs, small testicles, less energy, mood swing etc. What may be the reason if Everything is normal?
