Hello , the Tumour is very close to the Anus Margin. A Good Laparoscopic Surgeon can May be try to remove the cancer avoiding the Permanent Stoma , But No Surgeon will be able to Give Garrentee to avoid Permanent stoma
Also if not permanent Stome there will be a Good chance of making a temporary Stoma for 3-6 months atleast
