Try cleaning the eye with warm water and cotton gently. Eye drops and other medication may be required.  However visiting a vet would provide better diagnosis and treatment thereafter.

Tortoise can get eye infection and respiratory tract infections commonly. In severe cases, abscesses can also occur. Your tortoise needs a clinical examination to rule out the root cause. If it is a simple eye infection, then eye drops will be helpful. In case of respiratory tract infection or anything else, oral medication or injections are needed.
