My son has minimal hair growth

Hi Doctor, My son has just turned 3 years old this month. We have already done mundan (head shaving) twice, but his hair growth is still very minimal. It only grows up to the level shown in the image I have shared. We are quite worried, although he has no other health issues. Kindly advise. Thank you in advance.
