Penis has a peculiar shape. It has three tubes, One which carries the urine and semen outside the body and other two tubes which are like cylinders filled with erectile tissue. There are two types of erectile tissues, The one in the two cylindrical tubes is cavernous with a specific covering which is unyielding and it containing large blood vessels to cause the hardness of the erection. The tough covering is what gives this cylinders a rigidity causing the penis to become erect. While the second erectile tissue surrounds the urine and semen conveying tube. This is spongy and it doesnot contain the tough covering of the cavernous tissue. The glans of the penis is made of this spongy tissue. Henc eit is NOT expected to be hard. Imagine if one have to enter a vagina with a tough cylindrical shaft. If one has only the cavernous tissues, it's hardness may hurt the vagina causing tears. Hence to prevent this these cavernous shafts, which are the majority part of the shaft of the penis , is embedded in the soft spongy cap of the glans. so that the pounding at sex is not harmful to the vulva ( the outer part of female genitalia ) and the tube of the vagina. Its pure mechanics.
Next Steps
Do now despair. Every man's penis has same structure. What everyone can do is the same what you can do. So dont worry yourself . You are as much normal. and the glans of the penis is NOT meant to be hard.
