Greetings! Dry skin tends to increase the appearance of any type of pigmentation. Your basic skin regimen should consist of a good moisturizing soap/ body cleanser, intensive moisturiser, sunscreen on exposed body parts during day and glycolic acid  based lotion at night to decrease darkness of arms.

There isn't sufficient information to reach a specific diagnosis. I would advise you to visit a dermatologist so that you can be examined and undergo investigations such as Vitamin D, Vitamin B12, thyroid profile, etc to find the underlying cause and have it treated accordingly. If the problem persists or worsens visit the dermatologist at the earliest.
