It looks like it's been a bit pulled. Don't worry. Looks mostly dry and healed. You can apply t bact ointment in this region. Leave it dry and please use diapers below this and don't put anything in top of this like oil or powder or cream.

It usually will fall off by ten days, but some cases can stay upto 14-20 days. If there is pus discharge, redness or boils near this, please consult a pediatrician

Cord stump is supposed to fall down by 7 8 days of life.. Try to cause no injury to the stump by diaper..  Usually stump drives up and falls itself without any bleed. This picture says maybe sometime stump got little pulled away with something..

It's not a problem.. let it be undisturbed now.. can get bactoprep or bactorub solution and use it to clean the stump and area around with clean packaged cotton wth clean hands.. Dont apply anything else..
