Ringworm or fungal infection is very common in children this days. You have to start her on oral antifungal medications as only creams will not help.

You should visit a dermatologist near you to start her on oral medications. Also a photograph would give a better idea
Health Tips
Make sure that her clothes are always dry as wet clothes and sweat causes fungal infection. Also check if either of the parent does not have fungal infection.
