Mucous in throat can be due to either it flowing down from nose to back of throat if you are suffering from nasal/ sinus issues and this is present throughout the day. Or if you are suffering from chronic gastritis (with or without H.Pylori) or GERD then usually the mucous is present in the morning after you get ip from sleep and this is very sticky. Either case it can be treated.
