From what you have described, it seems like it's Chiari malformation with Syrinx. This condition is usually treated by Surgery. The main problem is usually the back portion of skull is small and not sufficient for the small Brain (Cerebellum). That's why a portion of small brain( Cerebellar Tonsils) protrude out and press on the medulla and spinal cord. This causes obstruction to the flow of fluid  CSF. This fluid accumulates in the spinal cord and increases pressure causing numbness, pain, weakness etc. The solution to this condition is usually Surgery - Foramen magnum decompression (FMD). At surgery, the bone and space for the Cerebellum (small brain) are widened and pressure released.
