Low amniotic fluid

Asked for Female, 31 Years

My cousin had low amniotic fluid (4.6 cm)at 32 wks.Doctor asked to take l'arginine satchet 3 times daily. After taking it fluid level increased to 8.6cm at 34 wks. But now it has become 4 cm at 36 wks.Baby's growth and blood supply as per Doppler scan is normal. Dr told to scan after 4 days.why is it decreasing again and is normal delivery possible
