I can understand your concern. No body can freeze in AC.
So i do not even believe your history.
Whatever has happened, you say its because if the AC right?
So the solution is also simple dont you think?
Turn off the AC.

Hello....... In cold environment blood vessels contract so with the accumulation of metabolites one feel the numbness of limbs... It wouldn't freez, that happens in minus degrees temperature.. You tell the staff to readjust the temperature and patient should move his legs actively ....
