It seems to be subconjuntival haemorrhage and allergy. The haemorrhage seems to be due to rubbing.
Please do cold compresses with ice and put lubricant eye drops e.g. teardrop and antiallergic e.g. olopatadine eye drops 2to3 times daily and rub ocupol d's eye oint twice daily on lids
If there is pain also then consult an ophthalmologist nearby .As there might be a corneal abrasion also.
