Need to get check by an oral surgeon, its hard to say seeing a photo wat it is exactly.. but wat ever it may be an clinical examination is need... then investigation. Don't conclude your mind with the notion that surgery is the option.. get it checked

I think this is because of trauma from your cups of your teeth .
Next Steps
visit your nearby dentist.  Maybe dentist will do enameloplasty or they Will advise you for orthodontic treatment.

It may be a mucocele or a ranula . You need to have a CBCT scan first to see it's extent whether it has penetrated your deeper muscles. Sadly surgical removal is the only best option. The recurrence rates still are high for such cases.
