A keloid tends to be accompanied with itching or pain commonly. What you are having could be a keloid or even a hypertrophic scar. Examination would be required to comment accurately. Some individuals have an inherent keloidal tendency after an injury or a procedure. Silicone gel (i dont know the brand name in portland - in India a brand available is Contractubex gel or Kelocote Gel) application is a medical way to try to subside but it takes times and may not resolve completely. Intralesional injection with triamcinolone acetonide every 3 weeks would be more effective to help it resolve faster. And if you have a keloidal tendency refrain from piercing or other similar procedures in future. Hope this was helpful.
