  4. Itchy bumpy rash. But he is from before!

My niece who is 15 kg is getting itchy bumpy rash on face and hand and body plz advice cetrizine syrup can be used and dose and any soothing cream as no dr is nearby plz suggest not sure how it started there was some repair work so she touched cement and also dog is there but he is from before
