Itching on penis foreskin. Here. ?

I am suffering with severe itching on penis foreskin since 2 months. I can see 2-3 small sores beneath the foreskin where the itching occurs. There is no pain or discharge from those sores. The itching doesn't go away with scratching or washing the area. I consulted an urologist on telephone. He prescribed me Candid ointment and Allegra tablet for 2 weeks along with random blood sugar, Serum cretanine and complete urine test. All the test results were normal. There was some temporary relief in itching for few days, but the itching is back again. Due to this problem, I am not able to sleep properly. Please suggest the remedy. Which doctor should I consult in person as online consultation is not helping here. ?
