Hello This is suggestive of allergy Try A. Cold compresses B  try mild antiallergic like olopat eyedrop 2 times daily C. Soft steroid can be used in pulse dose in severe cases Having said that, it is provisional diagnosis. Kindly share close up pic for detailed evaluation
