Itching on arms & legs followed by rashes on place where I scratch it. Usually happen on cold days with low humidity (like in winters or when it rains)

You may be suffering from urticaria. Dry skin in general makes your skin more itchy. Use moisturisers liberally (2-3 times a day). Use a moisturising body wash for bath. When you have itching you could use anti allergic medicines like Levocetrizine tablets.
