Itchiness and Rashes

Asked for Male, 28 Years

I've been having itchiness around the penis (testicles) for a week. I used Itch guard to reduce it. But that caused itchiness on head of the penis as well. Currently itchiness is not there on penis but around the penis (testicles). But I am having rashes on head of the penis. I am not sure if I should see a doctor or this will be normal by itself after some days. Please advise.
