Sir, I am 27 years old men, I have a white colour dirty in my pennies top, It is producing daily but after cleaning with water it will disappear but again and again this problem is happen on daily, Please suggest why this white dirty is producing ? Is this symptom of HIV / STI ? Please answer with solution

The white thing which you are referring might be smegma,this is just a debris collected in preputial sac.Its not an std .Daily clean that thing while bathing and if you have any symptoms like pain or ulcer you can consult dermatologist.
