The previous Biopsy report which you must have received post surgery needs to be checked first, what was the problem and also the previous ultrasound or CT scan needs to be seen then this new cyst or swelling which has developed needs to undergo an FNAc first then can be decided what is the basic problem whether it requires medical or surgical management.
Also need to know your thyroid profile
