Soap is the the treatment for pigmentation. There can be several causes why your skin would turn dark or you may get pigmentation. Sun tan, overweight, pigmentation disorders like acanthosis nigricans or melasma, nutritional deficiency etc are some conditions. Unless someone examines you, we cannot know the cause. Unless we find out the cause it is difficult and pointless to treat. Please call me or send photos with detailed history using online consult option for examination and proper treatment.,

soaps are only topical cleansing agents. you wouldn't get fairness with soap. Soaps keep the skin clean. there isnt much it does to fairness or skin lightening.
Next Steps
you could go for skin brightening, laser lightening and prescriptions with kojic acid.
Health Tips
donot use over the counter lightening creams with steroids as it might thin your skin and cause hyperpigmentation *+-
