Having low vitamin D means you must supplement yourself with vitamin d. Please take vitamin d capsule/chewable tablet/ syrup 60,000IU (60K) once weekly life long to maintain the levels. Regarding you skin issues would like to know when did these white spots appear and do you have it anywhere else. Also dry skin I would recommend you frequently moisturise your face to keep the skin soft and supple
