How to clean the uncircumcised penis

Due to prolonged negligience, there is layer of whitish substance formed underneath the foreskin of penis. Some of it is stuck so hard that it's difficult to remove/clean it with general water cleaning. How should it be removed.. Any suggestions in this regard would be appreciated.
