Low blood sugar demands food immediately but what does one do if sugar is high? Is there an immediate fix besides insulin in cases of emergency when insulin in not available readily?

As, you have rightly said , INSULIN is the drug of choice for fixing very high BGL , as there would be severe dehydration associated with high BGL , which would require hydration through I/V access. Insulin becomes the first priority , in case not may be Oral medication becomes the next but wouldn't correct to the core deficit.
