This is Postherpetic neuralgia It is the most common complication of shingles. The condition affects nerve fibres and skin, causing burning pain that lasts long after the rash and blisters of shingles disappear. Medication depends on the extent of the lesions. Consult a Dermatologist for the same.

As per your pics and the history, it seems your father has had Herpes Zoster. The blisters in herpes zoster get cleared quite early, but the pain persists for a long time. You need to consult a dermatologist for the same, since the medicines given in pain due to herpes may interfere with some of the other medicines which your father might be taking for some other ailment.
