It kind bulge out when he's active or crying, then disappear back into the abdomen when child is relaxed. Took him to pediatrician and he told me its conman, advised me to wait for 6 months and then go for surgery...please advise is this only option ?

Hi, I am Dr Moorthy, Pediatric Surgeon. It seems your baby is having Inguinal Hernia (Protrusion of bowel through inguinal canal), which is a surgical problem and needs to be seen by a Pediatric Surgeon to confirm the diagnosis.
Next Steps
Ultrasound may help in confirming the diagnosis (Not always)
Health Tips
If it is a inguinal hernia, it needs to be operated as early as possible due to risk of bowel getting caught is high and surgery would be very straight forward, simple with 100% success.
