Does she have any pain while moving her eyes? Is there any redness of the left eye? Was the fundus examined?
Next Steps
ideally an MRI orbit and brain should be done

Optive eye drops should work . If it is not working , it’s less likely problem related to the eye Please consult Neurophysician nearby you to rule out Trigeminal neuralgia

Apologies for the delay in responding 1- is her vision ok 2- does she have a history of high blood pressure 3- since no pain relief for over a week she may need a physical evaluation of the retina (fundus) and intraocular pressure in addition to a check up of the blood pressure, After this further investigation like MRI maybe advised based on the findings Eye drops may not really work for this kind of pain unless we know what we are addressing
Next Steps
visit an eye specialist closest to you (in view of the lockdown)
Health Tips
check BP at home if any access to a home monitoring machine

If there are no other eye symptoms then less likely there's any ocular pathology. Could be cervical spondylosis or any neural pain.
Next Steps
consult neuro physician review with ophthalmologist in case of any new ocular symptoms
