Having some itchy areas on hand till elb

Asked for Female, 31 Years

This has been there for last 1year. Visited many dermatologist all in vain. It has been itchy n forms crust regularly. On both hands , sometimes on the exposed area of neck, above left eye brow (small dry n flaky skin), left external ear(small area). Currently it's only on hands which is flaky, forms crust, itchy sometimes and serum comes out if scratched. Please help. Needs to get cured soon
