Genital scabies? Neem oil treatment ?

I have these red little pimples looking dots on my penis skin , I have searched online and it looks to be genital scabies , and also found out neem oil can help prevent and kill these mites so I just wanted to make sure it was scabies and if neem oil can actually work .
