Fungus type thing on penis

Hi there, I am 28 years old male. From few months when I pull the skin of my penis back I see fungus like thing covering the front part of my penis. I have cleaned it up many times but that thing comes up again after few weeks. Please let me know why I am getting this fungus on my penis and how to get rid of it. Thank you
