The head or cap of my penis is affected by fungus... A small small white dots ....And the top skin is slit or cut ..... small cut .....

You are suffering from candidial balanoposthitis which is fungal infection of the foreskin and glans penis. It present as itching, red spots on glans, swelling and cracks on foreskin and inability to retract it. Please send photos using online consult option for proper examination diagnosis and treatment.
