Ideally the skin should retract completely. Otherwise secretions will collect in between and cause infection. Also during intercourse it can cause discomfort when the skin stretches. Try gently to retract little by little daily. If not you will need to undergo circumcision. Its only a minor procedure. It won't improve with medication.
