I have read an article on Practo on Vitamin B12 and a symptoms on its deficiency. Do we need to consult a doctor before taking this as food supplement.

Natural source of vitamin b12 is in non veg products. If you are taking it adequately there is no need of further supplements. For pure vegetarians they may need bit. B12 supplements. They should get serum vit b12 levels checked. If it's low vit b12 supplements can be given.
