And after shaving does the hair grows back thicker and more black please let me know whether I can shave my face or not I'm really scared

It's a myth that hair grows back thicker after shaving.
You can shave if possible. Use a good quality razor and Apply lots of moisturizer immediately after shaving.
For permanent hair removal you can go for lasers, electro epilation etc.
You need to evaluate yourself for the excessive hair growth. Get your PCOD profile done.
