Extreme dry patchy scalp

Asked for Female, 26 Years

Hi. My husband is having very dry patches on the scalp with very little redness surrounding it. I am speculating that it might be some form of eczema. Even after applying oil on a weekly basis, it is not getting resolved. Please suggest how should we go about it. Attached is a picture of one of the days.
