But sir blowing of nose clears the blockage for some time.. And I never feel like my nose is blocked.. My nose is well clear only it's the cough which I feel at the end of the nose inside and at neck

It looks like you have post nasal drip.you may have allergic rhinitis.we have to rule out any sinusitis .visit an ENT specialist for proper assessment and treatment.
