Dullness of face and dark circles
My cousin's face is a lot darker compared to rest of the body. body tone is almost 3 or 4 shades fairer than his face. He was fair in his younger days. Hence his face looks dark and dull. Also he has puffiness and dark circles under his eyes. Kindly suggest a remedial action or course of treatment and how to get an even skin tone.

This can happen due to various reasons , he needs to visit nearby dermatologist to get proper treatment.
