I am having dry skin pigments on shoulder. Sometimes itch, then stay dormant for long time. What should I do

The description of your conditions seems like a fungal infection . As we need to differentiate it from other conditions examination is required from a dermatologist . Till that time I suggest you to wear loose fitting cotton clothes and use antifungal powders which might give you some relief.
