I think you are referring to otitis media with effusion also known as glue ear. It's very common in children especially after cold. If it is very persistent and causing significant hearing loss then surgery may be indicated. Myringotomy with grommet insertion is the surgery of choice sometimes combined with adenoidectomy. Surgery is not always necessary and intra nasal steroid sprays can be helpful in some children
