To whom so you may consult but no procedure can be carried out with uncontrolled sugar. What i will suggest you is Please control the blood sugar level with the help of a local physician or by an online consultation with a physician first.and utilise this lockdown period for controlling the dianrtes.

Ma'am, where does your mother live? I am sure there would be a retina specialist around who is working with necessary precautions and can see your mother and if he/she feels, then do the required laser/injections. We don't want the diabetic retinopathy to worsen. You could consider sending photos of her earlier consults to try and ascertain the severity of problem.

Wait till conditions improve.  Till then keep morale of your mother high and sugar levels low.

No drops are needed as of now. Only thing is let her keep her sugar levels as far possible under control. Ask her not to sneeze or cough vigorously and avoid doing strneous work. You get complete retina work up as advised once things get better at ur place.
