Is there a way or test to find out whether a person has been infected with rabies after their skin was scratched by a stray dog but there was no blood?

There is no way like that to find out whether the person is infected or not , rather first 3 doses of rabies injection are must after the bite. Out of which 1st one has to be taken immediately within few hours.

There is no way to detect rabies just observe dog if dog has rabies then dog will die in 10 days

No test as such. Scratch is enough not always need blood . Since stray dog u ll have to take full coarse of injections
