Decrease in vision of right eye
Right eye vision is deterioting-
1. Experienced wavy edges of objects.
2. Blurred vision ON/OFF.
3. Halos around lights.
4. Vertical ghosting ( doubling of images )
5. Power of RE is changing drastically. RE Sph -.5 Cyl -.25. The numbers may not represent the actual condition but quality of vision degraded very badly even after spectacle correction.
Can it be keratoconus ? ? ( As symtoms are quite similiar )

It doesn't seem to be keratoconus. Seems to be refractory error and the increase you have mentioned is not significant.
However if you have problem even with glasses then please have a second opinion. Might be you need a more dedicated refraction.

All these symptoms are present in many other conditions also
It is not possible to make correct diagnosis based on these symptoms only
I would recommend you to consult local ophthalmologist and get proper eye examination done
