Dark thick patch

Asked for Female, 27 Years

I have a dark thick patch on my toes and back of my ankle.. It's looks like hyperpihmentation. When I soak in warm water, It becomes soft dead skin and allow for easy scrapping off but darkens back again in less than 5 days. What could this be please??
